There is nothing more annoying than someone calling you for money.

Tell them the bill is in the mail.
Repeat everything they say as a question.
Ask them what they are wearing
Tell them you are trying out for American Idol and you'd like to share your talents.
Talk about your last bowel movement.
Yodel.
Ask the bill collector out on a date. (This may also be a way to get out of the bill)
Do your best Gilbert Gottfried impression.
Tell them you will pay the bill once your check from Ed McMahon comes in.
Tell them you cant pay the bill because you got in trouble harvesting organs on Ebay.

Number 5 is really effective. I get a lot of calls from call centres in India trying to sell all sorts. When they ask "How are you?" I give them great details of my diaorrhea or however it is spelt. It works wonders.
